With such a small amount of comics you could read by release date. I think Powers that Be was first and started off with both Fatale and Star Seed then Fatale started her own series and Powers that be turned into Star Seed. IIRC there was little to no cross over between the stories, so you can just read the arcs as a whole if you want to. I think Fatale and Till death do us part (Shadow State) completed one story arc, Star Seed almost finished 2 and Knights on Broadway didn't quite finish its first one.

I decided that I am going to bind my Broadway Comics set. Any recommended binding order?

I would either follow Ryan's suggestion according to publication/release date or separate the pages of the necessary books and bind according to the characters in the order of your preference since there was no character crossover that I remember:
Fatale
Powers that Be / Starseed
Shadow State / Til Death Do Us Part
Knights on Broadway
I'd put Babes of Broadway in the back

Love to see a picture of the finished product. I liked this universe and thought it had potential.

Yeah I'd be tempted to bind it by character too, but kinda depends on preference I guess. I haven't read Fatale in a long time, but Til Death do us Part and Star Seed still hold up for me as great reads and I like them both better than almost everything from Defiant.

I actually have the full run, but haven’t read it. I was thinking of binding it and then reading it. That is where the reading question is coming from. This is very preliminary as I am still trying to get the Dark Key book figured out

There was a tight timeline noted in every issue (like all Shooter 90s universes), but nothing crosses over. The biggest problem may be splitting Shadow State #1 & 2 and Powers That Be #1 for the Fatale stories that lead into her series, which all happens after the lead of those two books. I'll put that up very soon.

For now, here's the Publication Order:

Aug 1995 Powers That Be #1 preview
Sept 1995 Powers That Be #2 preview
Sept 1995 Shadow State #1 preview
Sept 1995 Fatale #1 preview
Oct 1995 Powers That Be #3 preview
Oct 1995 Shadow State #2 preview
11/9/95 Powers That Be #1
12/14/95 Powers That Be #2
Dec 1995 Miracle on Broadway
1/4/96 Shadow State #1
1/25/96 Powers That Be #3
2/1/96 Shadow State #2
2/1/96 Fatale #1
2/29/96 Powers That Be #4
2/29/96 Fatale #2
3/14/96 Shadow State #3
3/27/96 Fatale #3
4/17/96 Shadow State #4
4/24/96 Powers That Be #5
5/30/96 Powers That Be #6
6/5/96 Shadow State #5
6/5/96 Fatale #4
6/5/96 Babes of Broadway
7/3/96 Knights on Broadway #1
Jul 1996 Star Seed #7
7/31/96 Fatale #5
8/28/96 Star Seed #8
8/28/96 Knights on Broadway #2
10/23/96 Fatale #6
10/23/96 Knights on Broadway #3
10/30/96 Star Seed #9
