How do the Whitman reprints work?

How do the Whitman reprints work?

I'm looking into some of the older Doctor Spektor comics, and it seems like not all of the issues had a Whitman version? I can't make rhyme or reason as to how it was determined, or was it really that all issues had the Whitman versions, but just not all of them show up online? For example in this source, 3 and 4 have Whitmans, 5 and 6 do not, but 7 does? https://comicbookrealm.com/series/9774/ ... or-issue-3

Is there some definitive list where I can find out for sure that an issue does not have a Whitman version?
