For some reason it seems to be related to the personal happiness of the postal worker.
(I'm serious.)
Find a postal worker who has "hit their career ceiling" and is quite bitter about it,
and you'll find a postal worker who will make a stink about comic books
as media mail, or about advertisements from the 1960s.
Find a postal worker who enjoys his/her job, enjoys relating to customers,
and/or has a happy homelife... and you'll get a totally different answer.
I guess it's the luck of the draw who might be in your town.
