It appears that to do so he would have to know exactly how a human being's body works.

Their "atomic fusion" or "nuclear nature" stem from nuclear physics tempering with the user's mixture of psychic energies as well as physical properties. Firestorms can break down and reapply subatomic particles as well as break up the molecular structure of elements and rearrange them. To do this the element must know the exact elemental make-up of the object or human. Most Firestorms cannot affect living tissue but it is possible though very unstable.

So if Rex had a DNA sample of himself before he became Metamorpho from old hair from a brush or baby teeth his mom saved for example and ran his genetic sequence, Firestorm possibly could use that to “cure” him. Maybe through a partnership with STAR labs to help guide Firestorm …

That's not MY interpretation of the limitation, but maybe.

I think that Firestorm would need to have an absolutely perfect understanding of how the human body works. The organs, limbs, nerves, brain, etc, in order to perfectly recreate a human being, even if in this case he is following a set DNA blueprint.

In Doomsday Clock when he accidently turned people into glass, and he did figure out a way to turn one of them back into human.

Also I believe the Flash villain Doctor Alchemy could use the Philosopher’s Stone to restore Metamorpho to human. I think there could be a potential good story with these three characters
