This is actually a "phenomenon" which is often claimed by people in real life, and I remember reading about it since I was a kid so it's been "around" for a long time. It's obviously complete BS, and simply the human brain's way of finding patterns and perceiving cause-and-effect where none exists. But with that in mind it was a perfect reference to incorporate into Harbinger, since it was the classic example (pulled from the real world) to show that Faith has an overactive imagination, and cast doubt on the notion that she really had any special abilities when Kris and Pete first met her.

It really is one of those things that is so subtle it will pass by most who'd read it.

It also is explained by people's perceptions of events that they use to fit a preconcieved idea.

You will notice something when it fits your idea, and not notice (or ignore it) when it doesn't.

If you think lights go out when you walk by, you will notice when they do, and not notice when they don't.

If you think you have premonitions of when your brother will call, you will notice when you think of him and he calls, and not notice when you think of him and he doesn't call (or if you don't think of him when he does call).

If you think you always look at a clock at a specific time, you will notice when you see that time, and not count the instances when you don't. (This happens to me, I always notice when the time is 11:13 - my birthday - and so it seems like it "always" happens).

Basically, the mind will emphasize events that fit their idea of how things work, and ignore others. It is used by fake psychics, because people remember their correct predictions and ignore the incorrect ones.
