For me it's the Flash followed by Batman. These two have the best relationships with their rogues gallery and really wouldnt be the same if either the heroes had differnt rogues or vice versa.
Flash's rogues will never be the toughest, meanest or most dangerous but they are the most interesting, entertaining and believable to me.

So, I'm just starting to notice that every one of Daredevil's rogues started out fighting Spider-man. What's up with that. Like. Every. Single. One.

I totally agree that Batman wins this by a large margin-unless you consider the nameless foe that Harry Osborne became in Spider-man 3. Then Spider-man wins by a landslide.
