Doctor Silk (http://en.wikipedia.org/wiki/Doctor_Silk) and his WEBNET organization.
Image
The crippled, yet brilliant mastermind, behind a ruthless criminal organization(WEBNET), with its wicket in all sorts of criminal enterprises across the world. The good doctor and his groupies were frequent foes of the soon to back Bloodshot, and Ninjak back in the day. Other than Vines, Toyo Harada, his Harbinger Corp, the Eggbreakers out there, the WEBNET would make for some interesting intrigue, and espinoge for this new Valiant World.

Rampage. The Bloodshot clone, created by Bloodshot's own nanites, to fullfill the plans, and programs Project:Rising Spirit had intended Bloodshot to originally fulfil.

I just read Solar #19 and #20. It's been a long time since I read the rest of the books but it's obvious to me now that Solar unwittingly created the Malevs, and only because Valiant was tapping me on the shoulder with the title in #20, "Dawn of the Malevolents"; which makes sense since the Magnus books for those months are the start of the Malev War. D'oh!

I forget if it is later acknowledged that he was their genesis. I'm sure it must be. At the time, I can remember thinking that the "virtual reality" storyline of those two issues was a little dopey.
