Bill Jemas' non-overprint policy at Marvel

Post by StarBrand »

Anyone know exactly when Bill Jemas' non-overprint policy ran at Marvel? Thanks.
I'm trying to narrow this down as close to specifically as possible. I know it was around 2001-2002. Any help would be greatly appreciated.
Valiant is the son of the New Universe.

I know it there was an uproar about it with Ultimate Spider-Man #1 in 2000. And I think that may be a small reason why it maintained its value for so long, whenever it was reprinted while Jemas was there, it was only partially reprinted or reprinted in a different format (magazine, TPB).
