Honestly, I doubt that the Harbinger film has anything to do with Valiant's comic output in the grand scheme of things. The Bloodshot movie was so divorced from the comics that Dinesh was still an EP despite being canned by DMG.
Manga, comics, who cares? They're pretty much the same thing.

This director was announced well over two months ago and maybe because no one really cared by picking it up and running the story they tried again on a slower news cycle day. But this isn't new news and I'll honestly be shocked this is the guy to direct this film.

I am now leaning in this direction of thought as well. It doesn’t make sense to practically stop publishing comics; then try to continue on making movies. In other words, what reason would Paramount have to lie about fast tracking this movie? (None IMO)
What reason would DMG have to lie about fast tracking this movie? (Well, to stir up interest in their Valiant IPs…and ability to contribute to films…and get their name in the media)
I hope some magic can happen for Valiant to continue on… but,
