Harada and New Japan

Harada and New Japan
Wouldn't it have made more sense for Harada to be the one who achieves immortality and rules New Japan in the 41st Century rather than Silk?
Not only is Harada Japanese, making Japan his proverbial ancestral homeland, but New Japan could have/would have represented his vision of the future, no?
Imagine if it turned out that everyone in New Japan were psiots that after a thousand or two thousand years of living cut off from "normies" lost their abilities because by secluding themselves they cut themselves off from something normal people have in their DNA that psiots need to develop the genes that give them their powers.
Without that, they became normal themselves.
